Looks like MLS is set to announce today it's new Core Player rule, which will act something like a fourth DP spot. I've linked a couple of articles below.

It's not known yet whether this will be a full fourth DP or some kind of modified DP, but given that it has its own name, it seems likely that it will come with some restrictions regarding the amount of money that can be spent, or the type of player, or both.

There is an internal, league-wide conference call today to discuss and describe the new rule.

We have Mix who is on a contract north of the DP line, and we bought it down with Garber bucks. I assume we will not get the same number of GBs next season, so we may need to use it for Mix.

There is also Calle, who we have said we want to keep. He has a million dollar transfer fee, if we sign him next year we may have to use this on him.

What about Iraola? How much is he making, will we need this for him next year when his cap hit doubles?

All roads seem to lead back to the mysterious Garber bucks. Do they carry over from year to year or expire? If we slide Mix into the new core player slot can we get the fake money we used to buy down his salary back? Can we shift Mix into the new core player slot and assuming its a slot that doesn't hit the cap use his current cap hold to sign people. So many questions. MLS is so confusing. At this point I am starting to look forward to knowing our roster and silly season being over.
 
I would guess that we will use it on Mix. His salary is only going to get bigger in the future and I don't know how long we can keep paying it down. But if not, go all in on Chicharito. He will fill Yankee Stadium by himself.

Actually once a year clubs are allowed to pay off a transfer fee with zero impact on the cap. This way if the annual cost of a players wage is less than the DP threshold, then you can make a transfer DP and regular player.

This would work for Calle but not for Mix. I am not sure how much Mix's salary is. And still, if it's close to DP levels it still might be able to be bought down with allocation funds (Garber bucks). Everyone gets allocation funds every year but expansion teams and teams that suck/don't make playoffs get more.

"Break the seal" kind of signing. We can't get Mexican players, because we don't already have successful Mexican players to set a positive example. It'll take some money to "break the seal." Chicharito will probably be the highest paid player in the league, easily.

As he should be. There is a nation of 120 Million people who view him as their greatest asset right now.

I've said this before, but he is worth multiples to MLS than he is to Manchester United or even Liga MX.

What's key is placing him in the right market. Dallas has a miserable stadium situation. Houston will (hopefully) have Cubo.

Someone threw out San Jose, which makes sense. RedBulls, Colorado, Chicago all make sense.

Maybe they plan to implement a swear jar policy, $1 for every time someone says puto. With all their new fans they will have the $7 mil covered in no time.
 
Sounds like for NYCFC Mix would qualify for that. That's not good. Sounds like a reworking how allocation money works. Doesn't let clubs cheat with signing DPs.
