Doesn't look like it, of everyone who passed in round one i guess they don't get a round two, and the two that elected to take someone must have said, nah we're good, shut it down.

If you make a selection in Stage 1, you automatically pass in Stage 2. So everyone that didn't make a selection in Stage 1 gets a selection in Stage 2.
 
The scenario is this. You go acquire a player. The right salary is $400,000. This is a big commitment from a cap perspective, and with 3 DPs, you don't have the space. So, you pay him $550,000 instead, and buy it down with TAM so that he only counts $150,000 against the cap.

One reason teams might do this is that there is now a ton of TAM sloshing around, and it is not easy to spend it all given how restrictive the rules are. To spend the $4 million (not to mention the $5.2 million if 2019 is brought forward), you need to sign 4 different guys on $1.15 million salaries, or 6 different guys on $825,000 salaries, or 8 different guys on $650,000 salaries. That's a lot of people.
I totally get what you're saying. It still doesn't change my point, though (I don't think?).
1. If signing that many is what you need to do to effectively spend all you have, then that's what you do. I am making the argument that if you're doing what you're saying, you're doing it wrong and should be re-thinking the specific contracts offered with a better eye towards the construction of the entire roster.
2. You can use the money on acquisition, can't you? So your hypos are not exactly the only ways to spend all of it.

Bin the Re-Entry Draft.

I'll go bigger.

Trash the Re-Entry Draft, Waiver Draft, SuperDraft, Allocation Order, and Discovery Claims.

Three mechanisms to join a team: Trades, Homegrown Contract, Free Agency (like the rest of the world)

Laissez faire MLS.

MLS really should get rid of these mini drafts considering how they're basically never used anymore. What's the point, at this stage? They're just wasting everyone's time and making it harder for MLS players to sign new contracts with new teams.
I'm assuming they are tied into the collective bargaining agreement and can't be changed until the next round of negotiations.

Yeah, I'm almost 100% sure you're right -- it has to do with the lack of meaningful free agency in the league. Needless to say, these mechanics simply aren't being used anymore, so it's time they scrapped them.

"Veron, 27, joined the Red Bulls in 2015 and occupied a Designated Player slot, but the Argentine winger struggled to break into the starting lineup for Jesse Marsch's side. He started just 13 of the 60 games he appeared in across three seasons for the Red Bulls, totaling just 1,729 minutes in that time. He did have his best season for New York in 2017, when he put up six goals and three assists in 777 regular-season minutes before adding another goal in the playoffs. The Red Bulls declined his option following the end of the season."

Wow, I'd go as far to say he was a worse DP signing then Pirlo. Sure pirlo got paid more but they both get tagged at 450k cap space after that its the sheiks money not really hurting the team. The dude was 27 and only played 13/60 games? bahahaha terrible assignment for a DP spot. At least pirlo has an excuse that hes old AF, whats this guys excuse? He just sucked and wasted the designation. NYC > NJ, we win again.
