My thoughts:
If he's from the Croatian league, that's close to Romania which could be a good sign- because that could link our scouts to being in the area, therefore signing players in that area.
Also, he can play CF, meaning he's probably also what we're looking for?

I know we have "capologists" for this now, but this from Dome stuck out to me. I'd kinda hope for a bit more curiosity, whereas this suggests a disinterested annoyance.
This is complete BS. There should be people who understand the rules -- the rules don't change based on the situation, so it should not be any kind of stumbling block. They should know exactly what they can pay before they even get near having a person to pay it to.

It's not the coach's job to know those rules, though. It's the front office's job. Dome's job is to coach the team. That's it. He doesn't need to concern himself with the roster rules.

Does Dome actually know his job is to coach, because his results since last summer would suggest otherwise.

And I disagree, he does need to understand roster rules, because he needs to understand the limitations the league places on player acquisition/turnover so he doesn’t just assume he can obtain whatever type of player he’s decided he needs to implement his magical tactics.

Is it his job to obtain players or is it Claudio's? We don't know the answer because we have no clue how this team operates, but that's only correct if he's all-but doing Claudio's job.

He’s not signing the player but he should definitely understand the mechanisms to obtain them and what possible. I’d like to think the coach can walk and chew gum at the same time, so asking the guy to have at worst a basic understanding of how the cap works is not asking for the waters to part before Moses.

It's really not that many rules. I'm not paid to obtain the players / understand the rules either.

Right — but if they were on top of it, he wouldn’t mention it as a roadblock or source of delay.
