As glorious as a stadium would be there, they would make more money developing something else.
ETA: i personally would go to many concerts/events there. It would be pretty bad ass to have an open air stadium in Manhattan.

Well obviously they lobbied to obtain tickets to the Vessel & jetted over to walk it. It is THE tourist attraction in the city.

I think it’s free but they limit attendance so it’s not overcrowded. Much like 9/11 memorial
You have to reserve tickets with a max of two weeks in advance. The tickets are free, but they go out quite quickly so you ahve to reserve in advance for, frankly, a waste of time
