The poster with the rumor felt the need to remove his/her posts.
This is one of the first times ever a rumor took off and went viral.
The problem was that the poster gave a bit too much info away as to how he was the source -very specific regarding the sector of service. I’d think the company had NDA in place with employee’s not to talk about clients’ needs. Granted, no names were mentioned, but the subject matter is almost assuredly considered confidential by the client.
 
Regarding the pigeon/coop subject, I forget exactly how the story goes, but at some point Vancouver had a section of their old section referred to as "The Coop" to the point where one of their supporters' scarves said "Supporting from the Coop", with pigeons and everything, and so it was appropriately gifted to me by a Vancouver supporter.

I was shocked he provided so much identifying information. The club obviously follows these sites. We can bet they traced back the location of the leak in pretty short order, if true.
Would probably be a good idea for the poster to not discuss a love of soccer at all and even downplay the sport as boring if asked while at work..... denial denial denial..... and toss that phone in the Hudson.....

I can guarantee that what I stated is industry norm, including Federal work. Prime signs contract with client, Prime then selects sub-contractors from multiple bids. If client requests specific sub, that’s a given for every bidding Prime.

There could be teams put together as a combined Prime, where it’s a specific Civil Engineering/Contracting Company partnered with a specific Electrical Engineering/Contracting company partnered with etc etc, but the subs that they hire for the labor are definitely not selected at the beginning. Companies that combine as the labor can’t just wait around for the job to start, they take work as it comes, and there’s no guarantee the Prime they put a proposal forth to will win the job. Timing may work out, often it doesn’t, hence the contract is signed immediately prior to mobilization.

Edit: and I’m not dismissing what you’re saying, as there are exceptions to everything, but this is a subject I’m pretty confident in.
I don’t mean to dismiss this either, but I am curious as to what your experience is that you’re so confident in this (i want to be clear that I don’t intend this to be a jackass response, I’m just curious as to what your experiences are).

I’ve been working in the federal space for the last 9 years (can’t believe it’s been that long), and most of the bids my clients put together, whether as the prime or as the sub, are jointly done at the proposal stage. Lately, I’ve been working with a client for the last 2 years and been assisting with their procurement department, and have seen them run RFPs where their bidders include their subs in their proposals as well.

Now, granted, based on my client mix (don’t want to get into that here publicly), it’s very possible that this is just experience-driven and we both have our own legitimate reasons for our opinions, but I do want to make it known that it does, at least sometimes, go the other way.

I also wasn’t trying to be dismissive of your take, as there are exceptions to everything and I’m sure there are some blind-bids where every company has to be listed, but that’s not the norm.

If all of the subs are already lined up, with their proposals accepted by the Prime, then the Prime has zero negotiation power if the client tells them they’re too high (while being the low bidder) because every client turns the screws when negotiating. When the client tells the Prime to do better, the Prime has to be able to in turn squeeze their potential subs more, which isn’t possible if the sub’s proposal has already been accepted - they could easily say sorry, that was my best number and you already agreed to it. Whereas is a sub hasn’t been selected, the Prime can respond with “either chop 5% or we go with ABC Widgets,” to which the sub makes a decision... if they refuse, Prime goes with ABC or Acme or whomever fits the budget and meets the performance qualifications.

Yeah, it’s probably a mix of different experiences. A recent construction services RFP I’ve been running, every bidder included their subcontractors they would be using if they were to win.

If/When the stadium is built, it'll probably be officially known as the Etihad Stadium.

Personally, I would like to give it the nickname of The Loft to go with the Pigeons nickname. The supporters section should be given the nickname of the Battery. And if they don't put a Villa statue at the main gates that puts Beckham's statue to shame, there should be riots.

I get the sense that maybe a lot of the bureaucratic shit is coming to an end and the inevitability of the project is taking shape. At least, possibly, with land acquisition. Anything having to do with transit will likely end up being the final hurdle to all this. But if they have an internal timeline of "we're expecting 18 months until we can finally resolve all of it", I hope they're just making sure the ducks are in a row to make sure everything is set and can proceed ASAP.

Just ask for public money, don't ask for ridiculous tax breaks, don't let it go to a public vote.

Federal (non- construction) bids definitely happen with subs already attached. The terms of the TA allow the subs' bids to be revised based on sponsor feedback.

Worth pointing out that we already have a coop, although named for a different type of fowl.
