Might have been related to the fact that every other train in Queens was delayed or even shut down for several hours due to the murder at Roosevelt Avenue where a man was shoved from the platform into an oncoming F Train.

The 7 train stops at Roosevelt, but above ground and completely separate from where the incident and investigation took place. Everyone who normally rides the E, F, R M and other lines diverted to the 7. Can't afford specialized service between Citi and Manhattan when that happens.
