It's not the LIE. It's the Long Island Motor Parkway. Somewhat obscure but interesting bit of local history if you're into that stuff.
This Reddit thread is titled Long Island Expresway and features the same image but the comments clarify that that's incorrect.

As for the LIE, the Midtown Tunnel was opened in 1940 and construction of the first segment of the LIE connecting the tunnel to Laurel Hill Boulevard started soon afterwards. The LIE was not even an idea in 1908.
