"More competitive" means different things to different people. He is using it to mean parity. Yes, MLS has more parity. By this definition my daughter's U12 league is more competitive than the EPL.

I think that makes the point that no one else on the planet would use "more competitive" the way Garbo is.
 
And even going by the "more parity" metric, MLS is not hyper-competitive. It only appears so when compared to the top European leagues, where parity is close to non-existent. And even those leagues would appear to have more parity on a more superficial basis if they employed a playoff system.
Compared to other US sports leagues, MLS is only so-so in terms of parity. Two teams (LAG and DCU) have won 9 of 19 championships. Another team, NER, has won the East 5 times but never won the championship.
Similar dominance in MLB leads to incessant whining.
 
In the standard league system, its rare that you get more than 2 teams fighting it out to be champions, and sometimes its a slow predictable precession.
The MLS is certainly more exiting and unpredictable (in terms of winners).
The play-off structure adds to the unpredictability and keeps us guessing until the very end.

Sort of falls apart when you look at Supporter's Shields to compare apples to apples.

11 of the 19 Shields have been won by 3 clubs. That's more than half, for those counting at home.
