Twellman starts off by saying the league is going to have big-name players come in during the summer with rumors like Carlos Tevez, Kevin-Prince Boateng, and Andrea Pirlo in addition to Steven Gerrard and Frank Lampard who are already signed for the second half of the season. He goes on to state that it is a question of how the mechanism will work, not will it be there or not, and pointing out it'll be related to DPs. The new rule would be addressing how the league handles and counts DPs. But without any comments or tweets since halftime we are left to speculate what possible rule changes are being made and what the impact will be for the Sounders.

Looks like one new DP slot and possibly this SuperMax DP we keep hearing about (basically a cheaper DP, but not millions a year).
 
This is unexpected. The DP rules for 2015 were just released about 3 weeks ago, and they hadn't been changed much. They're going to change them again this season? Why wouldn't the changes already have been in the 2015 rulebook when that was released?
 
I wonder if teams will be able to trade DP slots for cash, players, draft selections and/or allocation money?

Maybe they realized the smaller clubs would be better served by being able to get a bunch of ~ 1 million dollar players, while the big clubs could use 6 or 7 big name DPs that won't go to the smaller teams anyway.

So perhaps through trades where the small teams could trade away their Unlimited DP slots in exchange for these SuperMax DP slots and allocation money, the smaller teams could put together more talented teams top to bottom where as the big clubs could load up on a half dozen big name stars.
 
They used to be able to trade DP spots, but not any more. 2+1 now. You get 2 free, you can pay a fee for a 3rd.

Who knows what the future holds.

Just when think I finally understand the DP rules more changes are gonna possibly happen.

I think it will be something like an American only DP slot added. MLS wants the top Americans playing here and this will encourage teams to not only go after them, but also help retain the ones that are already here. That way you don't have situations like with Omar Gonzalez and the Galaxy.

Salary cap isn't in the CBA either.

Anything can be negotiated in the CBA, really. There's nothing preventing either side from bringing literally any issue to the table. As of yet, salary cap and designated player rules have not found their way from the league's owner-authored operating rulebook to the CBA.
 
The new CBA increased the salary cap. Are you making a more nuanced point that I'm not understanding?

All I was getting at in my first comment was that given how unhappy everyone was with the new CBA & MLS' habit of making things up as they go, I'm not surprised by any rule changes they decide to throw at the wall.

Hmm, I might be wrong. I thought I read that the CBA actually didn't say anything about the salary cap, and it was decided on in the Roster Rules that came out a few weeks ago by the owners. But it very well might have come from the CBA term sheet.

I'm almost positive, however, that the Player's Union had zero input on DP rules. I think that was widely reported during the CBA negotiations that it wasn't an issue being discussed.

Sure, but the MLS can't make things up as they go in regards to CBA negotiated issues. Only if the DP rules are not on the CBA term sheet can they play with them at will.

I still think Twellman is off and we won't see DP numbers adjusted until 2016, but they will at that time. I know, "its MLS and they do what they want," but what could possibly be the reason for the delay in updating the DP rules if they are supposed to be changed for this summer? The transfer window opens in a week for many European leagues, and MLS's window to add players on July 8. That's fast approaching, yet they literally just released DP rules a few weeks ago. Doesn't add up.

Salary cap IS in the CBA but the DP rule still resides outside of the CBA...for now.

Salary cap is important to the vast majority of the players union and the owners, the DPs are a tiny minority that usually get over-paid so they don't take much interest in it all. I think there's a mutual understanding between players and owners that DPs drive a lot of the interest in the league which means more money for all. So no one touches it for now.

However, with more and more DPs coming in and the salary cap slowly climbing, there probably will be a day of reckoning for the DPs in the CBA in some capacity, sometime in the future.
 
Making a DP slot tradeable for a team like Columbus or Portland would be gold for them. What if NYCFC of LA Galaxy could send $1 Million to Columbus for their 4th DP Slot? Columbus could bankroll their academy for an entire year or purchase an above average player from abroad or pay 5 REALLY good MLS players. I love that idea.

Except NYCFC would get charged $1 million to its ~$4 million salary cap.

Besides we still only have 2DPs (1 playing), why worry about 4 when we don't even have 3.
