GAL would still have a public component as the highway road would need to be diverted.

What good do cryptic messages do? Is your info or source so sensitive that you need to somehow maintain a hint of plausible deniability? If it's that sensitive, maybe you shouldn't post. If it's not really *that* sensitive, just say what you mean.
