MLS was unsatisfied with their bid (apparently Cosmos did not want to pay the whole expansion fee and wanted control of their brand) and while Cosmos were trying to reorganize, CFG came in and took the spot.NASL was trying to prove a point and they failed. Not so sure they tried to get the Cosmos. They were looking for an NYC team, and most likely held discussions with the groups behind the Cosmos, but the Cosmos never had the ability to get into MLS. From what I understand, they balked at MLS' $100m fee because they did not have the money and went to the lower cost NASL.
If you go by what the Cosmos' biggest fanboy Leo always touted (regarding the $100M fee), it was that the team *definitely* had the money, but they would rather invest it in the "Team" rather than cough it up to the League. I have no idea how much their yearly operating costs were, but they operated for only 4 years/3.5 seasons, so they either blew through money or they were completely miserly while talking a big game.They did.
