FFP will pretty much be dead after 2016 for the bigger teams. It was a farce to begin with and now that it's getting legal attention, UEFA is trying to lessen it.
 
Schweinsteiger to Man Utd., y'all, as their latest transfer. Gonna be quite a different United squad this season than last. I'm not really a fan, per se, but it would be nice to see them mount a serious challenge to Chelsea and Man City (with Arsenal, I hope, making a good showing too).
 
Palace have picked up Cabaye and are closing in on Loic Remy now. Should have a pretty competitive team next season if Pardew doesn't lose his shit. Could see them finishing upper mid table.
 
FFP restrictions were not lifted -- their transfer ban has been lifted.

City were never under a transfer ban. There were some transfer and salary restrictions, but nothing resembling an outright ban. Those were lifted. There were also changes in the general FFP regulations applying to all clubs. What the OP said was accurate.
