As of now they're not differentiating between outdoor and indoor arenas. Remember that even in outdoor events, there are lots of indoor areas where people will mingle, like concession stands, bathrooms, entry and exit points, etc.

that’s a pretty good solution and easy to administer. Just asking fans to “find a test, get the results back in the right time frame, and then bring the results to the game” is a lot to ask for every game fans attend.
