I don't see how the first yellow for Herrera was legit at all, unless it was for consistent infringement, which it wasn't. Not even close.In case anyone is interested, Borg only reviewed four plays from the game on MLS instant replay, his decisions were:
-Herrera foul in box: PK
-Herreras two fouls: both yellows "Chapman got it absolutely right"
-Meira's kicking foul on Villa: Straight red
No mention of any of the others (especially Maxi's take down in the box).

There is no explanation for his decisions short of he was either bought or blackmailed. I cannot under any circumstances believe he called what he thought to be a fair game per the rules.The only way that is a yellow is if Herrera had made 2-3 fouls beforehand and if the ref told him "one more foul and it's a yellow". None of these happened. The fact that he gives a soft yellow to the SAME PLAYER after he blows a big call on that player (the egregious PK not given) is essentially the ref kicking him in the nuts.
Now the card shows up on the box score. Who knows.I checked the boxscore and SJ was not listed with a card. He definitely got a yellow during the game - something fishy going on here.

So question about VAR...is it the refs discretion to decide whether to go to VAR or not?
Could you get a pig-headed Chapmanesque ref who decides "I know what I saw" and decide not to use it? Clear example - on the Herrera PK, blind Chapman was gesticulating that "he got all ball" when that was clearly not the case. Could the booth say to him "look at it on video" and Chapman says "nope, I'm good"?
Given that you have to be a narcissistic "I'm always right" personality to be a ref, could see that happening a lot.
You make a great point. The main referee has final say. The VAR could say, you should review the play, but the main official could say no. He can review the play, see that it's a foul, and still not alter the decision. We're going to see who is a narcissistic in the league.
It's going to be interesting because the World Cup doesn't have VAR yet, other international competitions don't have VAR yet. So if a referee is overly reliant on the system, that may not be in their best interest, although it would lead to better calls.
The VAR reviews everything on their own and alerts the ref when they should take a look at the replay. Hopefully if the VAR guy takes the time to interrupt, then the ref won't be a douche and ignore him. Was told by NFL referee in a group setting- The NFL actually has a team of people that review every call of every game. If you screw up, you get fined. The amount varies. If you screw up multiple times, you're dismissed. Only 1% of calls are considered errors by the NFL but action is taken when appropriate.
