Finally, I feel like the term "cheating" kind of misconstrues the situation slightly. Yes they are flouting the rules, but the rules seem inherently unfair to me. So "skirting the rules for an unfair competitive advantage" is more like "skirting the rules to avoid an unfair competitive disadvantage". I'm not sure what's "fair" about making it easier for the rich to get richer and the poor to get poorer, and I'm clearly no Abu Dhabi advocate.
