I believe Sepp Blatter when he says
this. He did look shocked when Qatar was named.
If true, then that alone should have been enough for Blatter to nullify the vote as FIFA does not allow any interference from Governments regarding their operations (provided of course the operations are actually legal, which as we've seen they rarely are). Blatter either is making this up to deflect criticism from him, or he didn't care since his pockets were already greased, but either way his ethics are non-existent.

The fact that he can say what he did is evidence enough. For a President of an organisation like FIFA to be going into a vote like this with two countries that he wants to win - regardless of whether it is for good reasons or not - is almost as unacceptable as the fact that he (allegedly) rigs the votes in the first place. His job is to organise a fair voting procedure, not to try to engineer the result that he thinks is right for football. The fact that he sees no reason not to say these kinds of things is just absolutely incredible.
