The new stadium would only need a portion of the land currently committed to parking lots. You could put parking garages where the leftover space would be and have more parking than you started with.
The issue is that the Mets basically control that land and aren't going to give it up for anything. Bad concession by the city. For all his strengths, Bloomberg negotiated some hellishly bad stadium deals with these teams.
The other issue is that the state legislature needs to amend previous legislation in order to build anything on that site that's not directly related to Citi Field (e.g. parking lots, utility buildings, etc.).
EDIT: Hopefully, CFG and the Wilpons are hammering out a proposal, will bring Moya, Katz, and de Blasio under the hood after the elections, and then take the proposal and local support to the state legislature and ask them to send it thru. Lots of lobbying to do.

There are no zoning regulations on the moon. There’s no Environmental Protection Agency on the moon.
There are no NIMBY assholes on the moon.
And there’s no push for afforadbale housing on the moon that cockblocks everything else.
