My conclusion is that it's happened before, but not often.Putting a roof on a big stadium is actually quite a big challenge. So is putting in a retractable roof. Adding these features jacks the price up considerably because they're hard work for the construction company. Add on top of that that many types of grass need to be exposed to the elements to ensure that they don't deteriorate rapidly (depends on the type of grass and the weather on how much) which means that they can't afford to pick that option anyway. On top of that, FIFA and possibly some other governing bodies have specific rules preventing stadia from being used if they have closed rooves (although retractable rooves are allowed), adding further discouragement.
