It looks like the first 400 got emails. They have a list and maybe you have to present the email or some ID. It's not the first 400 to show up. It's the actual first 400. The armband is for the first 10k who show up Saturday.

New pigeon socks, too, I think. I didn't see them before at the team store but they were pretty cool. Saw a lot of those new scarves being worn today.
