Sure, but if Rochez was a young DP on $200k hit, he'd be making well north of that in real pay. So when ATL picks him up, they shouldn't get him cheap. He'd be either a TAM or DP player. Should be at least....

Yes but the bulk of the cap hit is going paid on Orlando's cap. When a player is on waivers, teams submit bids based on what they were willing to pay salary cap wise to get him. Old team is responsible for the rest. ATL is getting him on the cheap because no other team was willing to take a bigger cap hit to get him.

The actual rule states that no more than $1.5mm of money may be spent buying down a player. As Maxi is $2mm on the books he does not qualify.

There is a current limit that a TAM player cannot make more than $1 million. The article said that may be raised to $1.5 million. Maxi makes $2 million.
There is a difference between new players signed and DPs bought down with TAM. 1 million limit that will increase to 1.5 million is just for new players signed with TAM. Maxi is a DP and we can use all of our TAM if we wanted to buy him down.
We gave him too much of a raise. And Lopez was even ahead of him at times, this year.
This is what I thought I had said, but you said it significantly more precisely and therefore more correctly.
So, asking not arguing. Let's assume the maximum TAM amount does in fact go to $1.5 million. Further assume that Maxi does not have a salary bump built into his contract and he make $2 million (and $4) in 2018. Further factor in that the maximum salary charge per player is $480k in 2017 and was $457k in 2016. So we can assume a likely $500k or higher amount in 2018. Could we then pay Maxi with $500k of standard salary, and the remainder with TAM, and free up a DP slot? Or am I misunderstanding how it works?
Even if we can I'm not sure it's the best use of $1.5 million in TAM. It would leave us with 4 players at the maximum charge (Maxi plus 3 DPs) which puts pressure on our regular player budget. It might just be better to get a nice new guy at a nice TAM sized salary that we can by down to below a full budget charge, and live with that player, Maxi, Villa and the new mystery DP.

I support this hypothetical. Buying down a DP that makes $2mm is fighting the system. You can do it, you might even succeed, but the odds get a lot longer.
There is just no predictable reason not to spend that money elsewhere if the scenario you describe is what it takes to move the jockey off DP status.
Non predictable reason would be that we actually spent money on buying a player. Yet to see that shit happen.
That was the clarification I was making. The current $1 million limit is on the salary of the player in question, not on the TAM that can be used. So, that figure would have to go to $2 million for us to use TAM on Maxi.
The max salary is going to $504k next season, at least according to that article.
One thing that might be possible (although I doubt it) is converting Maxi to a TAM player at mid-season and signing a DP then.

Down near the bottom:
"A Player must earn more than $480,625 per year (2017 maximum budget charge) to qualify for Targeted Allocation Money. The compensation ceiling for such players is set at $1,000,000 per year, except as follows: if a Designated Player is converted to a non-Designated Player through the use of Targeted Allocation Money during the Secondary Transfer Window, that player may earn a maximum of $1,500,000 on a prorated basis."
There, the only exception is if someone is brought in mid-season, their maximum salary can be $750k for the remainder of the year, or $1.5m on a pro-rated basis.

I wonder what "pro rated basis" means in this context. My guess is that it means what you say (i.e. maximum of $750k for the remainder of the year or $1.5 million annually). But it could be read to mean $1.5 million over the last half of the year or $3.0 million annually.
Either way, this might actually be good news for buying down Maxi. If the salary limit is rising from $1 million to $1.5 million, then maybe this limit for summer transfers will go up as well, and he will be eligible in the secondary window. Now that leaves the question of what to do in March 2019, when we've got him, Villa and 2 new DPs all on the roster, but that's a bridge we can cross then.
