We've only had 40k twice, both in 2015. Really need to know how costs for these games/matches are allocated. I'm inclined to put this on the Stadium. As ZYanksRule notes, Yankee Stadium has a history of being unable to get fans inside properly, even if usually not quite this bad. I think a certain percentage of Yankee fans and NYCFC fans have come to learn that for big crowds you have to arrive very early which spreads out the crowd more. One-off events like the football game attracts people who assume Yankee Stadium is competently run so everyone arrives 20-30 minutes before game time. Rumor mill thinks Michigan will play in the Pinstripe Bowl this year. If so, my family probably will go and I'm going to make us get there 45-60 minutes early.
