So realistically, let's say this project gets all approvals within the year and construction begins next spring (2019) on the stadium. We talking about playing in a new stadium by 2021?

Unfortunately it won't get approvals within the year even if they announce it tomorrow - the ULURP (i.e. rezoning and special permit) process takes about a year in itself. So unless we get an announcement and official filings/certification/etc. in the next few weeks we're still talking end of the 2019 season at the very earliest before we see a shovel in the ground.

EDIT: Also what Ulrich said - depends on how much remediation is needed too.

For what it’s worth, Etihad Stadium for MCFC also known as the City of Manchester Stadium. So maybe we also name the stadium New York City Football Stadium or something to further our identity as a NYC team, but in reality it’ll be the Etihad.

Ironically the Melbourne team playing at Etihad Stadium is the Victory, not City. If I have to choose one I'd have to go with City Bowl to embrace that American culture.

Yes, that's the main rugby stadium and Melbourne Victory moved all their matches there. The only I one I know is the derby where City play Victory. Melbourne City play at Melbourne Rectangular Stadium, commercially known as AAMI Park.
