That’s pretty specific. I don’t know enough about NY development to know what Article 78 says but I imagine you don’t want that mess.

I think that is for the whole project. Stadium's don't take that long in the scheme of things. Let's say hypothetically final approval for this project doesn't come until early 2019 and we break ground until early 2020, there is no reason that the stadium couldn't open at the latest halfway into the 2021 season.
I am basing my timeline of DC United, Atlanta, and LAFC.
I guess we lightly touched upon this, but the no dedicated parking thing would kind of suck for drivers. No one wants to drive and then get on a boat or a bicycle.
