I think if Next Pro didn't exist they probably would have scaled back or eliminated the draft by now, but now it still has a purpose.

Exactly! In prior drafts, teams would pass in the 3rd of 4th round. I don't know if passing is still allowable now, but you can stash players in NEXT Pro teams.
