I totally get what you're saying. It still doesn't change my point, though (I don't think?).The scenario is this. You go acquire a player. The right salary is $400,000. This is a big commitment from a cap perspective, and with 3 DPs, you don't have the space. So, you pay him $550,000 instead, and buy it down with TAM so that he only counts $150,000 against the cap.
One reason teams might do this is that there is now a ton of TAM sloshing around, and it is not easy to spend it all given how restrictive the rules are. To spend the $4 million (not to mention the $5.2 million if 2019 is brought forward), you need to sign 4 different guys on $1.15 million salaries, or 6 different guys on $825,000 salaries, or 8 different guys on $650,000 salaries. That's a lot of people.

The dude was 27 and only played 13/60 games? bahahaha terrible assignment for a DP spot. At least pirlo has an excuse that hes old AF, whats this guys excuse?
