I'm not really sure what he means by that. I'm nearly certain that neighborhood approval has not been obtained yet.

In seriousness, I would guess that if neighborhood approval means anything at this stage, it means they think they have the Community Board votes locked up, which may or may not have any relationship to how the general public in the neighborhood thinks.
