I don't really think the 4 years timeline after entering public approval process is that much of a surprise. This is just the first time we've heard it said out loud from the club/developers.
We've basically thought that the approval process would take one year minimum, and construction would take 2, right? So those would both be minimums and go up from there so 3.5ish sounds about right. Add a half a year buffer in order to not "overpromise" (but I also realize with the way this club communicates, I'm probably giving them too much credit assuming that they would build that in).
