On reflection I would guess that the NDA might be something required by the consultants who ran and/or designed the focus group. They could consider their work product proprietary.

Possibly. But in my experience it is way more likely that people overcomplicate until the point of ridiculous. If the Peter Principle represents the tendency for people to be promoted up to one step past where they are competent. There must be a principle for the tendency for red tape (e.g., legal documents, HR processes and forms) to be created up to a point of equilibrium where there is a tightrope thin balance between progress and stand still.

I would imagine that a lot of the questions may ultimately relate to a new stadium. For example, they could be trying to figure out how much they can get away with charging as a way to justify the investment in a stadium.
