We'll have both an academy and a NYC II team in USL pro eventually. Building a first team from scratch in such a short period of time is probably hard enough. Let alone trying to do all three at once.
Just curious, since MLS said having a stadium or at least the plan for one in place to have an expansion franchise and NYCFC does not what makes you think they can't circumvent the youth academy rule as well?
That is true, it does seem on the surface everything is up for negotiation. However there is not actual "rule" or league law that says you must have a soccer stadium or a plan for one to get a franchise. At most it's guidelines that they try to stick to. Having an academy is more like a player, roster rule or competition rule. Plus only some MLS teams have their own soccer stadium, all MLS teams minus NYCFC have an academy.

The stadium while not in place is being worked on or at least that is what we are being told and various leaks. There is no up side to not doing a youth academy.
