I think I remember it being mention at the City in the Burroughs event in Manhattan. If I recall correctly part of the justification was that it can take time for a team to adjust to a new goalkeeper more so than other positions and there wasn't another option that justified the change midseason. He also mentioned that there were other higher priority positions.
