Pros:
-America's Sexiest City

Miami oozes exotica and sex. The women, the cars, and the beaches. There's definitely a few players that would love to call this home.
-David Beckham
Probably the perfect pairing for Miami. Well connected and helps perpetuate the glamorous feel this club will probably strive for.
-Expanding City
Miami is in an absolute building frenzy. Its become a favorite destination for the world's rich and the wealthy, so the city could become much larger still.
-Adding A club To The Southeast
A priority for MLS right now to make the league truly national.
-A Gateway Club For The Carribean, South America And The Spanish-Speaking World.

Cons:
-Notoriously poor fan support

There's been many theories as to why Miami residents don't support their teams better, too beautiful to be inside, too hot, too many transplants that identify with teams elsewhere.
-Corruption
Miami is a notoriously corrupt city and were seriously burned by the baseball team's new stadium which has made getting a stadium for Beckham's team extremely difficult.

Minneapolis

-Young and Wealthy Populace

Its per capita personal income ranks 13th in America. University of Minnesota calls Minneapolis home and holds the 4th largest student body in America. The median age of the city is 33 years old.
-A Good Established Club Already There
....with the backing of the NBA and MLB owners
-Building A New World Class Stadium Right Now
A pricetag north of $1 Billion, State of the Art with a clear roof.
-Adds More Clubs To The Midwest
A priority for MLS to make this a truly national league

Cons
-A Good Established Club Already There

...Does MLS need to promote Minnesota United? Would a competing club be accepted? Minnesota United would also need to construct a new stadium if they're added to the league.
-That World Class Stadium...
...is being built primarily for football. Which means turf and could be too big for the average MLS game played there.

San Antonio

The city's been growing by about 20% for 4 decades in a row.
-A Good Established Club Already There

San Antonio Scorpians
-A stadium Already In Place
...with plans ready to expand when promoted.
-Expanding The Texas Derby
Adds another club to a key state like Texas
-Mexican Football Federation Endorses San Antonio Expansion
In one of the more odd twists in the expansion death race

Cons
Not Really A Destination City

Might struggle to sign great players like most smaller cities do.

Sacramento
Metro Population: 2,600,000
Gross Metro Product: $93.3 billion

Pros:
-Very Enthusiastic Fans

The fans of Sacramento have basically forced MLS's hands from not even having Sacramento on the radar to being frontrunners for the next expansion.
-A Well Run Club Up And Running In USL
Sacramento Republic FC
-Stadium Ready To Go
Sacramento already has an MLS caliber stadium approved and under construction
-A Local Government Eager To Add Pro-Sports To Town
You can count the government officials among the eager fans wanting MLS.

Cons:
-Other California Cities

There's already 3 clubs in California in MLS. San Jose and two clubs in LA. San Diego and San Francisco are bigger and more influential cities than Sacramento will likely ever be. If you add Sacramento, that will be 4 clubs in California. How many California clubs is too many?
-Not A Destination City
Will struggle to attract major talent to the club

Great detail, Great job on this but you forgot the current front runner, Sacramento Republic FC.
 
I think you meant billion not million on the Gross Product on Miami. Otherwise nice job.

I know we seem hung up on this 24 by 2020 but Garber has clearly expressed a view that expansion will go beyond that. Many of those potentials will be in MLS in 10 years.

Also, Sacramento stadium land has been identified but I am not sure they own the land yet and I am not sure the city has approved the plan and funding is in place. They do have Bonney Field where they play for USL.
