Well, if he wasn't anywhere in the 18 on the (new) sheet given to the ref then you're right. But if they were both on the (new) sheet and the ref got it before the start of the match then there's no issue with the sub. We just don't know which was the case. Or maybe we do and I just haven't seen that info. So yeah, I could totally be wrong but I'm not sure we know.

You’re talking about a “new” sheet - where was this mentioned previously? My understanding is that they turned in a sheet, which was the official sheet with designated starters and subs. Prior to kickoff, but after submission, they switched the players - new player can go on prior to kickoff without using a sub and the original player comes off and his game eligibility is expended for the night. There isn’t a new sheet that’s turned in other than the typical card handed to the Ref for the player coming on/one going off during a normal sub.

I brought up a new team sheet because in the articles I read about this they mentioned the press people got a new one. If they also gave the ref the new team sheet before kickoff as far as I know there's no problem with what they did. If they didn't give a new team sheet to the ref then there is a problem as the substitution would be illegal.

According to the rules I can find you have to give the team sheet to the ref prior to kickoff. As far as I know there's no rule that says you can't give the ref a revised team sheet. Or at least I couldn't find a rule that said you couldn't.

I completely read that as their PR Dept put out the second sheet. The official sheet is handed in by the coaching staff.

And the team’s excuse cited in the dallas article explicitly stated that he was replaced due to injury, and derek_villa pointed out an injured player replaced can’t later be a sub. This whole thing is Mickey Mouse and screams of backroom shenanigans. If it really was as cut and dry as you make it out to be, the “investigation” wouldn’t have festered for so long - MLS would have immediately issued the explanation.

Given how little we know, it is possible that Dallas is being fined because the sheet it circulated to the league PR people was not the same as the one handed in to the officials. It's consistent with everything we know, which is very little. Still would make one wonder why so much secrecy and so long to resolve, but, MLS.

Why over 2 seasons and not only in 2017?

Because they recently announced that if a non-us team wins the MLS Cup (read Toronto or Vancouver), then the CCL spot will go to the team with the best regular season record over both 2017 & 2018 combined. Which is good news for us. We have a better record than all other US teams right now. And hopefully we'll be better next year with an additional DP (Pirlo's was wasted) and some other key additions (read Fuchs).

Also, change in schedule for CCL means it starts later for MLS teams. This means there are now two regular seasons between the current cup and the next one. As a result the 4 USA spots are divided between 2017 and 2018. After that, it goes back to normal.
