And the working assumption/understanding for years now (with good reason) is that NYCFC doesn't go after guys like this. Two, if it is real, I think it probably justifies the sequence of events, though they still probably should have gotten some MLS mid-level striker for the first 70% of the season, because with Taty, Heber and Thiago all gone there should be budget and roster room for both that player and Neymar.
I admittedly haven't watched Neymar play hardly at all since he moved to PSG, but his G+A/90 at PSG is above 1, with the last 2 years being 0.81 and 1.20. And though he seems to have a reputation for getting hurt, he's averaged 29 games in all comps per year for PSG, plus his Brazil appearances, and has never played fewer than 2,300 minutes for PSG. I think that's acceptable.
