Could be, but most ratings systems I am familiar with, start with a blank slate at kick-off (i.e., there are no expectations regarding the level at which any player will perform).... they just aggregate statistics from the match. Where these systems differ is what statistics are aggregated and how they are weighted relative to one another; how this is done can vastly shift a players rating for any given match.
