Transfer fees count towards DP salary so if it's a DP they will pay it otherwise it likely makes them a DP so it makes them impossible to sign.

The good news is in 2018, either LA or one of the NY clubs is getting CR7, the question is which of the 3 will be able to claim him. in 3 years he will still be great! Fun day dreaming that

There's only one New York club. I think it's delusional thinking on Jersey fans part to think they'd have chance. I heard one of theirs on the radio yesterday trying to make a case about the big Portuguese community in Jersey giving them a leg up. Guess what ? Massachusetts has a huge Portuguese community too and there's no way he's going there either ! The fact that they average 18 K at home and need us to sell out their building is all you should need to know. They might temporarily be better than us on the field ala the Devils to Rangers for the late 90's into the 2000's but the drawing power marks them as a second rate market long term.

Transfer fees on any player count towards the cap. But both transfer fee and wage count towards the cap.
You might be able to "hide" the fee on a DP because MLS doesn't care what they make over $485k+. Most clubs try to pay transfer fees with allocation funds.

Isn't there some rule that waves one or two transfer fees per year up to a certain amount? I can't recall where I read it but I thought someone mentioned that paying the rumored 1 million buy out clause to keep Calle next season would use up our transfer fee waver. The standard disclaimer that MLS rules are super confusing and I could be way off with the comment apply.

Well, I watched him play at Man City for three seasons. Don't want him. Not saying he's not talented, but I wouldn't want him on my team.

Balotelli has the talent to be the best player in the world. It's all about him though. He comes first, his team comes a distant second.
He is a player who on any given night can give you the goal of the season.
He can also give you a red card or sulky mediocrity.
In fairness he has had some atrocious treatment from fans, especially in Italy. But I don't want a player who can easily play a whole team out of a game.
If you're Man City, yes. If you're Liverpool, yes. If you're Watford, hell yes. But all those teams have no salary caps, no DP limits, can sign anyone they care to pay for. Do you want to take up one of only three DP spots on someone who's going to walk around the field instead of running because someone didn't pass the ball to him? Nope nope nope, don't want him.

The DP rules make all the difference. Those signings need a very high chance of success.
Will CFG enact the Twilight in New York Iniaitive where we can have Yaya Toure when his contract ends in 2017, so hopefully he arrives for summer transfer or by January 2018. Also consider Sergio Aguero in 5-6 years (currently 27) and Vincent Kompany in 3-4 years (currently 29).
