I think the Colorado post is mixing things up, my bet is that we get the $650K TAM now, and the performance based $100K additional in 2020 along with the international spot, not getting the initial TAM now makes no sense Colorado has it, they don't spend any money on anything. Here are the announcements for both teams I think Colorado messed up the description:
NYCFC description: "New York City FC has traded forward Jonathan Lewis to the Colorado Rapids in exchange for $650,000 Targeted Allocation Money (TAM) and up to an additional $100,000 TAM based on performance criteria. The Club will also receive an international spot in 2020."
Colorado description: "Colorado Rapids Soccer Club announced today the acquisition of US men’s national team forward and Generation adidas player Jonathan Lewis from New York City FC in exchange for $650,000 in Targeted Allocation Money (TAM) in 2020 and a 2020 international roster spot"
I suspect the last line in the Colorado announcement should be: "In exchange for $650,000 in Targeted Allocation Money (TAM), with up to an additional $100,000 TAM based on performance criteria in 2020 and a 2020 international roster spot."

If by "optional TAM", you mean Discretionary TAM - i.e. the $2.8 million per year that teams can choose to spend from their own pockets - that is not tradable. Only the $1.2 million per year in regular TAM can be traded. The league pays that amount for each team, so there is every incentive for teams to use it.Guess that doesn't really help us in the coming transfer window.
