1) it's not about creating advocates but quietening potential detractors. People are less likely to protest against something when associations with that brand are everywhere and either positive or neutral.
That probably doesn't mean that people take that brand / state's _side_ but it makes them less suspicious or hostile, or less likely to vocalize their hostility to that brand when they are somewhat familiar. Compare that to a brand / state that hasn't built up all of those associations and imagine what peoples' general xenophobic reaction might be.
2) Ownership and sponsorship of sporting institutions is just one more source of leverage which can be used to create yet more leverage or cultural and political influence. It makes them more credible and gets them in contact with more people in high places.
