So what was proposed when it was voted on was 12 stadiums for a summer tournament.

Well because the slave labor aren't working fast enough and are dying a little too much, what we're getting is 8 stadiums in the winter. What a complete scam. We need a new vote because this is getting ridiculous.

But I'm with you. There needs to be a revote and there needs to be an action by FIFA to finish the job the 1994 World Cup started. Soccer needs a soccer-mad USA to take the game to even more incredible heights and a 2022 World Cup would do just the trick.
 
That's ridiculous. You make a max venue bid and then change to a minimum venue bid. the airport is 6 YEARS BEHIND SCHEDULE.

It's such a brazen show of corruption by FIFA, and it doesn't seem like anyone is going to do anything about it. disgusting.

If you can't deliver on what you put forth in your bid, that should AUTOMATICALLY trigger a re-vote. What's to stop countries from promising the world and then changing their minds after they win?

Blatter and the other corrupt heads of fifa should be shot. When those guys are removed, things can change hopefully and situations like this can be avoided

Realistically, there are very few organisations which can exert any pressure on FIFA. Even national governments are virtually powerless to get involved. The Court of Arbitration for Sport has the ability to overturn any of their rulings, but not really to remove Blatter from office. Realistically, the only way that Blatter could be removed is if he committed a crime against Swiss law and the Swiss government arrested and jailed him for it. The problem is that a large portion of the Swiss economy comes from their very secretive banking system, and the Swiss by nature are very non-interventionist, and as a result they frequently turn a blind eye to cases of corruption and so on, or try to find legal loopholes which allow them to turn a blind eye to it.

Theoretically, let's say the USSF, the English FA, and the associated football federations from the big countries like Brazil, Argentina, France, Germany, etc. are at the World Cup and say "you know what? This World cup in Qatar thing is bogus. Let's pull out and have our own tournament in the US. We'll invite whoever wants to come, and if more than 32 teams come, we'll set qualifying."

Define "stop". FIFA has powers to penalise them, but it can't literally prevent them from playing the matches. For instance, FIFA can threaten that any player who plays in the matches will be removed from the list of FIFA-registered players, which means they would be unable to play in any FIFA-affiliated league, which would essentially end their careers as it would be unlikely that they'd want to hang around in a league where only banned players can play. FIFA could also levy heavy penalties against the clubs from those countries, such as expulsion from international tournaments (i.e. Champions League etc), banning them from transferring players from other leagues and so on. It could wreck football in those countries.

To break away from FIFA would require enough major countries to be signed up to it that viable national leagues could still be kept going - i.e. if England, Germany, Spain, Argentina, Italy all joined then all players from those countries could play in each others' leagues, and that should be enough to ensure a high quality of football, thus keeping the players on board and ultimately encouraging further defections.

The problem is, while individual FAs may have reservations about FIFA, none of them are anywhere near contemplating leaving FIFA, so persuading not one FA but a whole network of Football Associations to do so simultaneously is not going to happen any time soon.
 
So basically they'd all have to hang together, or they'd hang separately (to use Ben Franklin's quote). That's kind of what I figured that they'd have to have everyone on board and united to mute the damages of any sanctions.
