That's ridiculous. There's no bending of the rules here. MC wants to retain his rights and not allow co-ownership with MLS. Very simple really.

If the first google result is to be believed, Facey was making £88,000/year (anout $133,800 USD). I am assuming we were not footing that, even at a pro-rated amount, for the portion of the season he played with us, and that we would not going forward should the loan be extended.

He's 20 years old and from Manchester. He wants to try his hand at EPL football I would imagine. Good for him. I doubt his career aspiration is to play in MLS his whole career. I don't see how he could ever break into Man City, but in a few years, could he play in the EPL? Maybe. And if that's the case, this is the right move for him.
I'm ok with him not coming too, if that means we go spend our cap money on a very good CB that is tall.

$120,000 so I guess to answer my own question maybe we were absorbing the full (maybe pro-rated) cost
expect it will still go ahead, probably just everyone at MC knows it already but whoever writes the twitter didn't realise they can't announce it yet due to paperwork not being finished. He was the best defender last season and i doubt we could get anyone better in for the same wages.

Yes loanees wage hits the cap 100%, but there is no hit on the non-existent transfer. I believe it violates MLS rules for the loaning club to still pay a player so the hit is less on MLS club. Although I'm still trying to figure out how Toronto had Julio Cesar for a few months last season.
The "only 4 loans" rule I believe is a NYCFC/ManCity rule. I'm not sure if it's MLS driven.

I agree, to me this reads like the plan is to send him back to NYCFC but they found out announcing it somehow violates some kind of MLS rule so they retracted it. My money is still on him being back here soon.
Didn't QPR pay for part of his salary or something like that? He only appeared in 7 games for Toronto before the loan was ended. And QPR went down to the Championship so they couldn't afford his weekly wages or something like that
Yeah, I'd have it down as something like this. MCFC want to continue assessing his development and want to send him back to NYC for another year. However, they've probably hesitated to sign him up full-time in NYCFC because A) it's not certain he'll stay in NYC long-term - not if he might still end up a bench-warmer and B) they didn't want to have to waste a discovery claim to prevent other teams from stealing him from under our noses, especially considering A).
