Used to be this way but I think this methodology has changed recently. They only specify that the numbers are between 1-26/25. IE Thomas Müller is #13 and has been starting as a #10 or winger for Germany the past few World Cups.I mean, you're right, but international is different than club.
In international, 1-11 is your starters, 12-25 are the remainder. So yeah, maybe johnson is ahead of horvath, but it's highly unlikely given the numbering
