The way the rule is described, it's hard to know. It says someone who "is 23" during the year can be a Young DP. He is 23 during this year. He will also be 24 during this year, which suggests he would be a regular DP. Not sure on which side he falls.
Right, the point of the birth year rule is to eliminate that ambiguity: all you have to do is subtract 23 from the current year to get the last eligible birth year. For example, 2018 - 23 = 1995, so players born in 1994 (e.g. Miguel Almirón and Cristian Colmán, both born in February like Mitriță) were Designated Players last season, while players born in 1995 (e.g. Kaku, Carlos Gruezo, Santiago Mosquera) were Young Designated Players.
