I'm not well-versed in MLS roster rules especially how all these homegrown players count to the numbers or not but we surly must have some spots:
Unreplaced Departures from last season
- Jasson
- Magno
Departures this off-season
- Sands
- Barrazza
- Hope-Gund
Likely Departures soon
- McFarlane
- Jovan
That's 5 confirmed departures and 2 likely additional departures. I honestly don't understand how we don't have roster spots.
I believe some of the homegrown signings are "off roster" and don't count towards the 30-man limit, but I'm not positive about that.
We should be signing a replacement for Sands (a homegrown isn't that), and either a DP or U-22 to replace Magno. If Jovan leaves we have another U-22 spot.
This was never going to be a busy window for NYCFC, but there are a couple moves they can make.

I think the frustration, at least mine, is not that signing players this late is uncharted for the team moreso that it just doesn’t need to be the case. Almost every team in the league has made a legitimate first team addition aside from perhaps us, Vancouver and Toronto. It just does not need to be done this way.I suspect they feel Haak is their Sands replacement, which honestly isn't outrageous. And believing that anyone on your roster under 23 years old will be better this year than last is a decent bet.
And I agree that those assumptions aren't enough to keep up with the league.
I stopped keeping my player movement spreadsheet after last March, but it is worth noting that our latest first off-season non-homegrown new signings were*:
2020 - January 11 - Zelalem
2024 - January 20 - Wolf
2022 - February 7 - Martins
So we aren't in totally uncharted territory.
