I'd bet we are, but that the team isn't announcing which players are TAM signings.
I think regardless of who people think should be starting, I think there's no doubt that everyone you listed above would be in the 18. So that said, assuming a lineup of above, our bench would look like:
Stuver, Medina, Abdul-Salaam, Hountondji, Lewis, Tajouri, and Wallace?
That means unavailable would be TMac, Sands, Sweat, Awuah, etc.
I know the new signings haven't played yet, but our current situation sure sounds a shitton better than having Shelton, Lopez, TMac, Okoli in the XI or on the bench

Hard to say how much TAM we have spent. We know we’ve spent some, but it’s safe to assume that we’ve spent less than we could. Remember that if we’ve been paying any transfer fees, then we might be using TAM on someone, even if the salary is below the league max ~ $505,000.
It will be nice to have depth with guys who don’t stop running as compared to guys who don’t start running.
Hopefully it was used to buy a bionic groin muscle for Chanot.
But seriously.... I expect this may be saved as a war chest for summer signings. We had zero wiggle room last year, and it’ll be nice to have the funds to go out and drop a hefty sum on 1-2 players to shore up the roster after we see how we fare the first half - I can’t imagine we won’t have our share of injuries from the endless national team callups that plague half our starters.

Teams have to announce when they use it, just not how much they used. I think its safe to say that we didn't use TAM on any new signing since they were all free transfers, and that they will all be making under 500k in salary.
But how will any of the professional soccer players know where to go without TMac's pointing?
Rumors going around that Stoke is after Jack Harrison. With all the depth we brought in at winger I'd say the club prepared for selling him this window. I wouldn't mind it either, he's English so we'd get a good price for him. We could put all that GAM to good use.

All we know for sure about TAM is that we spent some on Matarrita's contract extension. But the current roster doesn't come in under the salary budget unless we've spent about $1.2m in allocation money, which means we're probably using TAM on at least two of Chanot, Ring, Tinnerholm, and Berget. There's not enough league TAM to have spent it on all of those guys, and it wouldn't make economic sense to use discretionary team TAM on them unless we paid way above market for the new signings. So the most likely budget scenario right now (shown in the updated spreadsheet here) is one where we've maxed out league TAM, used no team TAM, and have about $200k cap space left.

Don't we not get the max GAM from his sale since he is only 2 years removed from the draft? Aren't we better off selling him next year?
Is he good enough to play for Stoke, or would he get loaned out?

Yeah, we'd only get 1/2 of the transfer fee this year compared to 2/3 next year. But half of the reported $4.5m fee would give us $650k GAM that could buy down Medina this season and leave $1.6m applicable toward a new DP.
As for Harrison's place in the Stoke squad, he'd compete for a backup spot with Berahino and Ngoy. It'd be an ambitious move for him but I'm sure he'd jump at the chance.

MLS was rumored to have been discussing changing the amount of GAM received from transfers. However, the current policy is that whatever we receive left after MLS's cut would be a maximum of $650K GAM.
It's funny how Jack Harrison, I believe, is currently in LA for MLS media weekend.
Stoke City has tabled a $4.5 million offer for the New York City FC midfielder, multiple sources have confirmed to Goal. The offer, which includes incentives that could push it to $6 million, is an improved bid made after NYCFC turned down an initial $3 million offer last week.
I think Harrison should go in the ballpark of $7-8M. Miazga went to Chelsea for $5M, but as Harrison is a English youth national team player, he should fetch for more.
