I think there was a hope that a newer team in a newer league wouldn't have this problem. Florida has been growing so long that it has a substantial base of people now who grew up there, compared to the 1970s or even 1990s. Realistically, how many OCSC fans used to be Revs, RB, or Union fans? I expect not many compared to the Heat or Rays and other NBA or MLB teams.It’s also documented that Florida sports fans are usually very fickle about Florida sports. If the are playing well, people show up, if they are playing poorly, most everyone leaves. I know this has been the case for other sports like baseball and football, but I’m not sure it also correlates with soccer. I think it has a lot to do with Florida’s population of people coming from other places, specifically retirees who continue to watch what used to be their local team and will tune in to the Florida teams when they are playing well because they are retired and have a lot of time on their hands.
But it could just be a culture thing that has become an endemic problem with Florida pro sports. They also compete with college sports in a way that the Northeast does not. Even schools like UCF near Orlando is becoming a pretty big sports school.
