I think you're right, but even if they have had transfer income, this has to be accounted for. As we've been discussing, that excess transfer money can be used to offset costs because real money is fungible, but it has no effect on cap hits. Even GAM, TAM or DP spends are rooted in the salary cap somehow. Every DP costs ~$500k against the cap (less for qualified young DPs but there is still a cap hit ), and I don't think that can be ameliorated with Garber Bucks and they don't have an open slot anyway. At $1.7mm, this is too high to buy down with TAM, I think, and even then can you buy someone down to a $0 charge with TAM? Even if they use the discretionary TAM on this, I don't think it works.
