I confess ignorance on this point about the whole intellectual property/UEFA history etc. All I know is what was in the article that Mr Plow posted above and which says:
The article could be completely off base, but FWIW it's the source of my info/confusion.The second is the sale of City’s services to the other clubs which it owns – the New York FC franchise which it launched last year, along with the new Melbourne Heart franchise and Manchester City Ladies FC. That “sale of intellectual property to related parties” brought the club another £22.45m and is vital to City getting anywhere near complying with Uefa’s regime.
Can I get a "Wank City bitch" banner on my profile? There's no such thing as negative press. Being known as Wank City's bitch can only help us.
That must be the pecking order that flashes on the wall of badges.
Sucks for Yokohama F. Marinos
"New York FC confesses Frank Lampard signing was a fraud"

I think the headline oversells what's being admitted but there it is.

They start talking about the Lampard situation at 23 minutes. Good listen
You can't blame the Post if the club hasn't put out a statement and it hasn't. MC has circulated a statement to the press but put nothing on its website. It appears NYCFC has done neither and is relying on MC's press release. Post is imputing MC's statement to NYC which is fair under the circumstances. It's the NY Post people.
